I think it's because the District of Columbia has no vote in Congress.
No representation.
That's cute and all but it's like saying our senators don't have representation because they ARE the senator for their district. I think BEING IN WASHINGTON DC is representation enough. The entire system is representing the (short term) interests of DC.
