Honestly, I'd say that they kept up doing pretty good stuff up until season 19. They definitely dropped the ball with their PC Principle character, which was just a joke that never properly landed but that they kept up for some reason, but there was still the occasional good hit, like "Freemium Isn't Free" and "Tweek x Craig". Season 20 was when their quality really dropped off a cliff. They were so convinced that Clinton would win that they actually changed their usual episodic format to a long-form one, which left them flopping in the dark when everything they set up just failed to amount to anything when the presidential result they expected didn't happen.
They never recovered since then, becoming progressively more obviously detached from the reality of the common American, stuck in the Hollywood bubble where they live. It's just not the same anymore, to the point that I've completely given up on even watching the newest season. There were so many obvious covid or Biden jokes that they could have done, but somehow it seems they just had a writer's block during that time. They lost any credibility they once had of being impartial observers making jokes about both sides equally.
When you realize South Park has been running for more years than Matt and Trey were alive for when they started it makes a lot of sense why they're so out of touch. They've not rebelling against the system anymore, they've long since been a part of it.
I don't think they were ever really against it, and neither were any famous people. They're all part of the illuminati in one way or another. Ever seen their old documentary "your studio and you"?
Funny yes, but this was before they were ever known for south park. They only had basically cannibal the musical to be known for at that time, yet how are they directing such key players of hollywood to act stupid for their short film?
