I think people like that just get one shotted when they get to be "the boss" and some smiling but pleasant "assistant" says "we can't do that" and rolls their eyes and brings in a panel of pleasant experts to begrudgingly explain how things work via a million powerpoint slides.
If you tell them to do anything they will refuse or balk at the idea of doing anything that isn't an existing process, and you can't fire them.
Being in charge of an army of underlings you have no real control over is a very effective way of defanging "populists" because they have no real idea how to get anything done.
This is why RFK has been the only person to do "things" What he's done is target the right cogs in the machine. Like firing the ACIP panel I believe and replacing them either with his people or leaving it empty.
No, you can't fire them, but you can transfer them somewhere very unpleasant, park them at a desk, and let them stare at walls all day.
Like, say, at the former location of NAS Adak, out in the middle of nowhere in the Alaskan Aleutian islands.
