I have heard, but haven't seen proof of it, that he & another officer were helping someone stuck in the snow & were walking back. Maybe?

Or he could have been in the car she'd tried to intentionally ram a few moments before & gotten out to help arrest her. That should be easy to document if so & makes perfect sense.
