Only the city of Algiers and its surroundings was on paper part of the Ottoman empire but still being effectively independent. The rest of Algeria was controlled by various tribes. That's why the Ottomans didn't give a shit when the US slapped around the Berber states, not when Britain slapped harder and not even when France invaded.

Piracy and slavery was integral to the Berber states already. Becoming part of the Ottoman Empire did not change anything about it. Getting colonized didn't change anything either. If globally things deteriorate to a point where piracy would become viable again they would revert back to being pirates and slavers.
And no Algeria as a region was not conquered and pacified by the Ottomans. They conquered Spanish controlled Algiers, Algiers joined the Ottoman Empire and the rest of Algeria just kept on being tribal. Sometimes the tribes did what Algiers wanted, sometimes they didn't.
That's the nature of a tribalistic country. You never really control it unless you can manage to change its tribal culture. Just look at Libya. Gaddafi controlled the tribes. They respected him. The second he was gone Libya reverted back to a tribalistic shithole stuck in perpetual civil war.
