I dunno, I heard the lag time on spinning up a new factory was about 2 years minimum and billions of dollars. Not exactly something that would become a problem on such short notice or be resolved quickly either.
CHIPS act was 2022 so that's three years where we've been funding semiconductor factories here ($280 billion), Trump's Krach was leaning on TMSC to come here back in 2019.
Both parties wanted it, it was going to happen, so definitely accounted for somehow. Seems reasonable that US going nuts on factories would disrupt the market.
