They usually mature when they have their own children to take care of. Before that, they are rarely expected to grow beyond the mentality of a 14 years old, so they don't.
Problem is a lot of women don't have kids anymore so they never grow up. We are facing a massive wave of women entering menopause that never matured out of childhood.
