Just from an informal tally of noting every time I hear the uncanny valley EV hum emanating from a vehicle as it drives passed, the yuppies and boomers near me are definitely drinking the EV kool-aid,
The EV market is soaked at this point. Everybody who's open to them already owns one. It might even shrink in the future as people figure out how badly these things appreciate.
Simple: the government mandates that "in the name of public safety" every EV battery pack needs to be replaced after 10 years. That effectively makes the EV worthless and builds in a guaranteed demand for new ones.
Essentially the same scam they pull with encumbering gasoline engines with emissions/evap inspections and DEF and DPF requirements for diesels.
True, but batteries probably won't even need the government to declare them obsolete. Nobody will be interested in a 10-year old EV battery that only charges to 70-80%. That level of degradation on a smartphone is very annoying. No doubt even worse on a vehicle.

A smartphone also doesn't sit out in the sun or require 220V chargers. Heat is the enemy of all battery tech.
