I appreciate the sentiment, but isn't introducing a bill like this immediately after the sitting president has stated his intention to do the exact opposite just asking for a veto at best?
Its almost certainly just a political stunt to ride the controversy into attention and donations.
That's what these bills always are, and why they never actually get any followup. There isn't any real intention to see it through, which is why its written in the most extreme, clickbait way possible instead of a legalese that has any chance of passing.

Congress exists to perform the will of its owners. Sometimes (often) the will is to serve as a psychological release valve for the population.
“Oh well, the bill failed! Just vote™ harder next time!”
