They REALLY fucked up but the writing was on the wall ever since they wasted Peter Capaldi as the Doctor with AWFUL writing. Disney pulling out was just the nail in the coffin and if I remember right, the TV licence contract runs out 2027 so can even the BBC afford to continue this.
The first Dr Who season I watched was Rose the coalburner, so I considered pretty much everything untill the end of the Amy Pond arc as an improvement. Many episodes had very interesting premises executed nicely. The readhead was very cute too.
To be fair, the main viewership is already conquered and demoralized, so it would be a waste of money to beat an already dead horse. Their priorities are shitting on great IPs that still have a spirited audience.
