Most leases don't cover maintenance items like batteries or filters. That said, I know a few landlords that will throw in furnace filters for free, otherwise rentoids will use the same filter indefinitely until the HVAC system chokes to death on years of dust.
I doubt a landlord will willingly enter a Somali home to do anything, though, for obvious reasons.
I have never thought to ask a landlord to replace smoke alarm batteries and I damn sure wouldn't sit around and bear the chirp because I didn't want to spend a few bucks on batteries.
