Because the average person is essentially a retard. The average IQ might be 100, but most people you'll ever meet are well below that.
And that's not even considering the various inferior races, whose average hovers around the range of being clinically retarded. They're even worse.
So that's why the EU(K) can get away with such ridiculous nonsense. Because most people are idiots.
Order breaks down over time without direct investment by those involved. Eventually people get so overwhelmed that they just throw up their hands and try to create machines to force conformity, which fails spectacularly because you literally can't use the same solution for everyone without destroying most of them mentally and emotionally.
