It's a recent phrase that indicates that Leftist policies are based on rationality, logic, and intelligent analysis; but right-wing polies are built on vibes, superstition, and appeals to authority/tradition based off of no evidence.
That sentiment is actually much older than just a few decades. Leftism stole the concept of the Enlightenment and declared that their reasoning was perfect, and by definition purely logical. Additionally, their material analysis of history was based purely on facts, so therefore Leftism had a complete and total monopoly on facts and logic.
This was, of course, complete nonsense. A materialist analysis is philosophically willfully ignorant; and historically illiterate because few things in history are decided exclusively along material lines. Reasoning is fine and good, but logical validity is completely seperate to truth, so something being logically sound has nothing to do with that thing being true. Reasoning alone is a poor mechanism of understanding the world, especially when you don't (or can't) use physical evidence.
And once Leftist narratives were challenged on those lines, and quickly debunked... in the 1870's... they became mere articles of faith by people who claimed to be intellectuals and faithless.
Positivism is a Leftist philosophical concept that has long since been discredited and abandoned because it's nonsense. It summizes that all aspects of reality are exclusively material. That no metaphysics even exists. This makes no sense when you think about it because thinking about stuff involves categorizing and abstracting reality in thought. Positivism basically couldn't even address basic questions of definition because of massive internal contradictions, but it shows how the Left asserted that they always had a monopoly on things that were true, smart, or good. This is the same reason they call themselves Progressive, and why they call some of their political science "Political Rationalism". In fact, it's why they came up with the term "Political Science" in the first place. Politics is inherently metaphysical, and hardly rational, yet they thought they could apply Scientism and force it into material measurements and structures.
Along these lines, it is why basically every iteration of Communism/Socialism since 1914 has been increasingly convoluted and insane ways of denying the fact that Marx was wrong and his theories were proven wrong in overwhelming numbers.
Because according to Marx, when World War 1 began breaking out, the workers of the world would recognized their shared solidarity and overthrow their bourgeois and monarchist masters. Instead, they signed up by the millions to go kill each other for king and country, and the only one to fall to Marxist ideals was the ultra-conservative, backward nation of peasants (instead of the industrial titans Marx promised).
And since then, the Socialist who didnt suffer an existential crisis from this have been trying in increasingly more desperate ways to prove they arent wrong, from arguing people's comforts were brainwashing them, to saying they were too stupid to understand and must be lead by the nose by their enlightened betters, to just accepting Nationalism was a fact and how do we work from there.
