Israel has ICBMs because they have a space program, and the line between "unmanned launch vehicle" and "ballistic missile" is rather vague. The person you're citing is taking the extreme high end estimate of the missile's range as fact despite it being based on very little data.

Chief that is ridiculous. Australia, Canada, and South Korea have space programs but no intercontinental missiles. You have to design, budget, build, and maintain them. They don't just come free in the space breakfast cereal.

There is utterly no point in quibbling whether the range is 4,000 miles or 7,000 miles. Israel's farthest enemy is Iran at about 1,000 miles away. They overbuilt by thousands of miles... because they saw a potential need to hit targets thousands of miles away. They have no business doing that.
Those are some pathetic as shit ICBMs. They should have 100% global coverage. Are they even MIRVs? What the fuck kind of pathetic deterrence is this? If you want to join the MAD club, get proper nukes, not ancient firecrackers.
You are partially correct. They're Long Range Ballistic Missiles. Actual ICBMs can hit any target on the planet since they get up into orbit. They could (in theory) circle the Earth a few times before re-entry.
MIRVs are nice, but just a fancy (cheap and efficient too) way to deliver several small bombs.
Any nuclear-armed nation is technically in the MAD club. In theory: if any nation uses a nuke on any other nation? The offending nation will be destroyed by every other nation, especially by the nuclear armed powers. Probably using nukes, but other ways are possible too.
An ICBM could hit any target on the planet. You're talking about long range ballistic missiles. Russia, China and North Korea are also a threat to Israel, should the first two decide to step in to help their proxy nations. The last one because they're China's nuclear-armed proxy.
One builds a defensive strategy to protect from ANY potential threat. "Oh our missiles only need to go 1,000 miles because no one farther away than that will EVER threaten us!" is idiotic.
There, explained it. You're welcome.

There's a certain point where defending Israel requires more twisted logic, question-begging and downright faulty argumentation than condemning them.

You just justified Iran and every other country in the world building long range ballistic missiles. Congrats
