What's even at dispute here? Japan's fertility crisis is a problem, and government solutions are never going to help. They haven't even helped in Hungry either. Socialist policies poison the social, political, and economic environment.

Yes, really. Socialist policies poison the social, political, and economic development. Also, yes Japan has a fertility crisis. It's population shouldn't be decreasing at the rate that it is.
Populations can ebb and flow; but a multi-decade 1.0 birth rate is really bad that can cause real population loss over time. Look at the American industrial midwest. Most of those cities lost 70% of their population or more, and it's horribly damaged them into a kind of pit which is hard to claw out of. We're not just talking about having half the number of kids you need to keep the population going, we're talking about halfing the half of a half of half. This isn't ebb & flow, it's collapse.
Tim Pool has been harping on about this to try and get people to understand, we're already experiencing significant economic problems because of weak population growth because so many millennials never had children. That's not just an issue where less teenage disposable income is being used, it means that there's going to be entire industries that will have to contract both because there's not enough demand but also because there's not enough people entering the job market. The people who are supposed to prop-up industries, consume entertainment, start new businesses, innovate new technology, and make new cultural trends we're never born. What we are looking at is a population loss more equivalent to losing major wars.
As for the person... is this person important? As for the why, it looks like she's objecting to it and acknowledging that the birth rate is a problem.
