Overnight on all existing H1B would create a massive shock in the system. And while these companies deserve this shock, the current economy isn't in a state to handle this.
That said, there is million ways of doing a staged rollout for existing visas. Like immediate effect on all new applicants, $1000/month fee on all existing that will be steadily raised to the full value. This would give companies time to find replacements at a steady rate and control costs without the shock therapy
Meh, the economy wasn't in a state to absorb turning the global economy off and on again but that didn't stop anyone. I say chuck 'em all out and get on with it.
All this pussyfooting around is just excuse making.
The global economy didn't quite break yet, but it's close enough that a sudden 1 day H1B revocation might just finally push it over the edge.
I fully agree that we should just let the whole thing finally crash the way it should have in the late 80s, but no politician will ever accept the pain and we will continue to kick the can down the road until everything turns into Weimar.

We're already at Weimar.
