If he had shot him we would've seen that in the security footage of him running away on the roof. But for some reason the FBI didn't include that in the video they released. There is no bullet and the crime scene has already been obliterated which isn't just unusual but outright criminal. Charlies wound looks more like an exit wound than an entry wound. We haven't seen any of the footage of the cameras behind Charlie that would proof without the shadow of a doubt from which direction he was shot. The timing doesn't add up either. The released discord chat is strange to say the least. And those are far from the only inconsistencies in the official story.
If the FBI has proven anything over the years it is that you shouldn't trust them ever.

The guy is a patsy. That much I'm sure of. Might've been involved but I'm utterly unconvinced he was the one who actually shot Charlie. The sterilization of the crime scene pretty much proves that the FBI is lying and something is being covered up.
