Additionally, from what I understand from things I have looked up, New York has strange ways of naming their charges that are not shared by other states. So in this case, 2nd Degree Murder would be the equivalent of 1st Degree Murder in any other state, and 1st Degree Murder you basically have to murder a cop before they can do it.
It is the same as how the New York Supreme Court is actually the Appellate Court for any other state.
