Not sure, but apparently internal docs showed that the prosecution was a political hitjob. For what it's worth, Greenwald (who exposed this matter) thinks that the powers that be imprisoned Lula because they thought they would get a "center-right" conservative instead, but instead they got Bolsonaro whom they hated even more than Lula. Then they let Lula out because he was the only one who could defeat Bolsonaro.
