You don't have to judge them completely. But they are making a decision that a person, while guilty, isn't a threat. If that person than goes on to do another crime, the Judge needs to suffer some professional repercussions because their judge of character is proven faulty.
Yes I know it would essentially remove bail as it would be the only way for a Judge to advance but that's not really so bad compared to what we have.
Judging the judges' judgements would make the judges redundant.
Also, nobody would take the job.
