It is down, because of 3 reasons:
Judges refuse to convict
Cops under-charge. Carjacking is now "auto theft" & considered non-violent.
The police faked the stats.
"It's lower than before!"
Because the previous year was a record high. It had better be lower!
Because of the 3 above things
"Better" doesn't mean "acceptable. A football team can have 25% more wins than last season, that's better, right? But 5-12 still sucks! (4-13 the year before, eh)
