It was probably a sting and they didn't know who they were arresting because it probably wasn't just Alexandrovich who has ties to Israel.
This might be especially true if the Feds weren't leading the investigation, or if it was other departments or agencies within the federal government that didn't have a clear connection to Israel like the State Department would.
I don't get the "flight risk" thing, though. Isn't everyone a flight risk when you get them for trying to perv a child? Don't let those fuckers out, and certainly not on such small bail.

Because it sounds like, after federal interference presumably, at least a couple of the suspects were let out on very low bond.
