I think it's more about capability to flee. For example, some local normie living paycheck to paycheck with no savings probably can't flee far and will just add to the charges if they try. On the other hand, if it's some Mexican illegal, they'll just buy a new set of fake IDs with a different name and SSN, then disappear into another state before the court date comes up.
