It's because barely any game still has dedicated community servers. Skill based matchmaking is cancer. Cheaters can go undetected for months and years at a time because the developer/publisher doesn't give a shit or simply doesn't have enough people to keep the house clean. And the community aspect obviously also suffers greatly.
But CS probably has the absolute worst cheater problem in the entire industry right now. By a large margin. At least amongst the most popular titles. CSGO was already bad and in CS2 it got so much worse that pretty much no one except the most masochistic people play official matchmaking anymore at higher levels.
Cheating is big in CS because it is extremely effective. Hitscan, wall bang, short TTK, and wacky recoil are all easily exploited by cheats. Plus even a small amount of knowledge about enemy location is a devastating advantage. And the round based structure makes losing extremely punishing, so people are driven to cheats. Tarkov is the same way.
