It's cultural.
Pakistani girls are securely guarded everywhere. They never go anywhere without male guardianship to ensure no sexual attack. If they are EVER found walking alone, it's assumed she's deliberately chosen to because she knows what will happen... and wants it.
Which is why in the UK they always say the british girls they abduct "clearly want it." These men come from a world where if girls walk alone, it's broadcasting permission to all men in the area that she wants it.
And in western countries, young white girls are everywhere, in form-fitting clothes, out walking alone or without male guardians.
As far as Pakistani men are concerned, all British schoolgirls WANT IT. So as a dutiful Pakistani man in this brave new world... why not? And they must ensure they treat the girls as scum, because what girl in her right mind would CHOSE this? Yet here they both are, and the girl's made her decision... so pour the alcohol, supply the drugs, and treat her the way she wants.
And the western liberal knows this, and considers it teething problems. "It's a rough transition, but we will all get through it, and once they are all accustomed, we will all benefit from their cultural richness!"
You're wrong on a couple of parts.
They're guarded by their rapists. The level of sexual abuse towards Kafir is higher than towards Muslim women and girls, but it is absolutely still there.
Pakistani men don't necessarily think that the children want it, they think that the children deserve it. As in, that these are a form of corrective rape towards amoral girls. At least, that's one was screamed at a judge as he was lead away.

And that's actually the point. I don't think there was ever any genetic pre-disposition of sister-fucking that ancient peoples living in the Indus mountains and deserts had. Pedastry was introduced by Greek culture and never really purged. Islam promoted aggression, pedastry of a different gender, and selected for violence, unthinking obedience, and incest.
Religion, by being a kind of social sex-selector, can create shocking patterns that groups groups wouldn't be pre-disposed to in a natural environment.
