It describes every single job, ever. If people wanted to do those things, somebody would charge them for the opportunity to do it.
Situations where you'd like to do something yourself but it's cheaper/faster/will yield a better outcome/requires licensure so you pay someone who's specializes in the field can be found in abundance.
It's not always a matter of not wanting to do it.
