That's what annexing is, having your people live there and turning other countries into your country.
To annex is to add that territory to your nation. To re-draw the borders. Mexico isn't going to re-draw the Rio Grande's border, ever. The Mexicans who came there, legally OR illegally, do NOT want to live in Mexico!
