Then you have the problem of when they do get sued, the taxpayers are the ones who pay. All of these suits should come out of the officers pay and pension funds.

But at the same time it's always been like that. The purpose of the police was never to protect the people but to enforce order and the laws by (the threat of) violence. Just look back at history. The police was regularly used to violently break up strikes or protests or even the opposition. They're the enforcers of the government. Not the protector of the people.
The one who can and has acted as the protector of the people in many countries throughout history is usually the military. The military overthrows the government. The police protects the government.
