Many Canadians didn't have a passport before 9/11 because it was possible to cross into the US by land without one for the most part.
I would imagine the % of Americans v. Canadians who hold a valid passport is a lot lower because Canadians need to visit the US frequently but burgers have little reason ever to come north (especially post-COVID/Trudeau era).
It's relatively difficult to leave Canada for parts unknown without having to enter the US at some point. This is also one of the reasons that Trudeau's malicious airline vaxx mandate was so evil & damaging for purebloods in coordination with Biden keeping the land border closed to the unjabbed for years and years.
There are also some natives in Canada that can cross back & forth across the 49th parallel without a formal passport because of blood quantum agreements and old treaties. Along with some reservations themselves which actually span the border.
