It isnt lol. Most non coastal big cities have the rot smell now. I first noticed it in Rome about 12 years ago. SF had it when I was there last week. LA doesn't have it but DOES have the crowds of cave people everywhere.
Paris didn't have the stench 20 years ago, but it had started in the underground around 15 years ago. It's fully believable that it has arrived in the years since. My last connection to a visit was 5 or so years ago, and the verdict was "I'm never going back" from a person who is decidedly NOT aware of the issues we discuss here.

What do you mean by 'the rot smell'? Urine smell? It's actually very rare - maybe they cleaned Rome up in the meantime. Funny thing is, Paris is quite bad on that regard, but it is very far from it being 'everywhere' or even in many places.
