I was there about 8 years ago ago. No roving gangs, but it was starting to decline. The subway was full of Africans and they were also all selling garbage trinkets. What stuck out to me was the amount of graffiti you see everywhere.
It started to decline, as far as I can tell, in 2015 with the fake refugee crisis. It hasn't gotten better since, with more and more homeless drug addicts roaming the streets.
The graffiti is a problem everywhere in Europe. I don't know why people put up with this.
May I ask where, if you remember, you saw blacks selling trinkets? Not a gotcha. From your reply, it's very clear to me that you were actually there.
Yes, they were selling trinkets right by the Eiffel Tower where the tourists congregate. It was in the evening when I saw them, so am not sure if they do it all day.
Ah, I thought it would be the Sacré Coeur area, which is more notorious for this sort of thing.
One thing that's a major problem everywhere in Paris, and everywhere in Europe in touristic areas, is pickpocketing. It's so bad that when you try to buy a train ticket in Italy, the first audio the machine will play is: "Beware of pickpockets."
