I assume most people don't live outside the city they work in. Within a city it's pretty cheap.
Between cities, especially the Shinkansen, is pretty expensive. I assume people who have to go from one city to the other have some sort of subscription. The Shinkansen seemed to be mostly work travel - you're only allowed to use the slowest of the three trains (which stops at all the stops) with the Rail Pass.
Japan is famous for its mass transit system and the ease to get anywhere in the country. If any of it is unsafe, all of it is.
They just announced a plan to open the borders to something like 1.5M jeets. Sayonara Nippon.
It's very expensive though, and these 'refugees' don't have money.
Because there is literally no other option. The same reason people in America go into debt they can't afford to buy a car/insurance to get to work.
