yeah. genetics determine your ceiling and potential. you can be born a retard and no amount of money and education will make you a genius since your ceiling is retard level. if you are born a genius, then you will be less than a genius in a less than ideal environment, but you still have the potential and ceiling to keep going with more money and education.
