Im looking at you UK conservative party. The UK conservative party run by a black woman said that there should be less immigrants but when asked what amount of immigrants is or isn't ok she refused to give an exact number.
But still 5% doesn't take in to account that foreigners have more babies than Japanese.And right now the foreign born residents nation wide is 3% and already causing so much problems.
The problem isn't 3%. The problem is 10%, which is the number for Tokyo. They're basically all in the same place, which lets them project a form of power.
Foreigners all flock to the same location and form "diasporas", which is called colonization when white people do it. They shit up entire neighborhoods and make them unsafe, then slowly spread like a cancer because nobody wants to live anywhere near the infection site.
5% is small enough to be controlled as long as they also prevent them from all grouping together and forming an ethnic city-state.

I dare say currently in Japan it's not the amount of foreigners that are the problem but the type of foreigners.
Of course that doesn't mean you should allow mass immigration of 'good' foreigners. Mass immigration is always bad.
