I've asked people who make such statements what 'solution' they would like, and there is never any answer. Frankly, I don't think this discussion would violate the rules even on Reddit, provided of course that you don't take it to "kill them all".
You need to be able to hold the discussion though. You need to be able to float "kill them all" as a solution and have everyone point out the pitfalls of that approach and why it won't work and how logistically it actually fails to solve the issues. But you can't even get as far as that before threads get locked and accounts start getting nuked. I assume there are better solutions but the discussion can't happen in earnest with the Sword of Damocles always hanging over it all.
If pressed for a solution I'd say we need to brainstorm how to create a counter set of incentives. I think wholesale slaughter of people with different opinions isn't terribly productive as a long term strategy but I also recognize that I'm not clever enough to have solutions for problems this old and complex, and certainly not ones that scale up to the level we'd want for societal change.
