If shit like that happened in a sane country the police would cuff him escort him to the somewhere reasonably out of site of the road, take all of his belongings and once he has been stripped down put a bullet in him.
And then he probably went off and did similar or even worse afterwards, when arresting someone who commits a crime was done in part to prevent further crimes in addition to punishing for the already committed one(s).
