The closest we’ve seen is during the dissolution of the USSR, and that got pretty ugly especially in Russia. China is the only nation on earth that I could imagine nuking their own population in a civil war.
Depending on how you define "their own", I think the Indians also might. The divide between north and south indians seems similar to the one between the various chinese ethnicities.
