It was also the middle of nowhere in the middle of the night. A warning can only do so much, and any rapid response would be in more danger than it would prevent in a flashflood under those circumstances.
It was a literal unavoidable tragedy short of psychic precognition, and trying to grandstand on it whatsoever is the sign of a truly evil person.
Its like the time a derecho blew through Cedar Rapids, IA. They're unpredictable, and usually just happen in the middle of nowhere. However, most people are completely incapable of not thinking that every single thing that happens happens with some thought out intent.
