A blockade is not an occupation; if you do not control the territory. A fence on the US-Mexico border doesn't grant the US control over mexico. Economic sanctions don't grant control over north korea/russia/iran etc.

No. They're not. Gaza is and has been always completely under Israeli control. Nothing gets in or out without Israels approval. They can't fish in their own waters, they can't use their airspace, they completely dependent on Israel for water and power. That is an occupied territory whether you like it or not.

If the US had complete control of all sea and land borders as well as over the airspace of Mexico, imports and exports and water/power supply then yes, the US would be effectively occupying Mexico.

Does Egypt control what goes in and out of Gaza everywhere? Does it control Gazan airspace? Does it prevent Gaza from using their own territorial waters? Can Egypt turn off the water and power supply of Gaza whenever they feel like it?
