He's not directly admitting it about Russia, but honestly if they are serious about BRICS and the multipolar world, they'll need to expand that to military alliances including nuclear weapons. You can't exert economic independence or diplomatic power without military power. The only problem is theirs are not true historical and cultural alliances and the more countries have nukes the more chance they could be used against you in the future even if you're on good terms today.
Every new country having nuclear weapons decreases the power advantage of the old ones. That's why Russia doesn't like proliferation - though it might do that just to get back at the US.
