The PotUS is allowed to order military action, but on a limited time scale. He's supposed to get Congressional OK before (iirc) 30 days is up. There's been no action at all yet against Iran, so we'll just have to wait and see how it unfolds.
I remember a lot of them, including Obama's, Bush's, Clinton's. these so-called military actions spread Way beyond 30 days, and where our effective involvement in wars without a congressional approval. It was never okay, and it's not okay today.
officially there is no military action, but Trump is speaking as if we have military action so I will not be surprised if there is action being done off the books..
