Wouldn't even classifying them as a general nuisance. They were very consistent with their blockade. Only ships heading to or from Israel, owned by Israeli companies or obfuscating their destination/affiliation were targeted. And of course once countries started bombing them their ships were targeted as well. But as soon as they stopped the Houthis stopped too. They also honored the ceasefire in Gaza.
All in all the supposed 'terrorists' have been far more trustworthy and respectable than the 'defenders of democracy'.
