I'm going to try to put this in a hypothetical that you can understand.
Say some guy rapes your daughter and threatens to rape her again and the cops won't do anything. You know you have to protect your daughter and you have a gun. The guy loafs around on his porch all day and is an easy target.
The point of this scenario is that it's unimpeachably moral and you have a duty to act, just as you see us and Iran.
According to you, all that is needed is to stroll over to the guy's porch and blow him away as soon as possible. Are the cops going to arrest you? Who's going to provide for your daughter? Do you have a criminal lawyer? Is there a way you could better accomplish this? Nah, consequences don't matter. Me kill rapist.

I was just anticipating more of a corollary with knowing the population/demographics of Iran before going to war and at least some premeditation of casing the joint to know who may be home when planning a crime of passion.
