Arabs are a specific ethnic group that has gained a lot of territorial dominance since the expansion of Islam. Egyptians are actually not Arab. Arabs originate from the Arabian peninsula and expanded out through the Muslim conquests. Egyptians are an indigenous population that was conquered by Arabs, and are actually still subjected to Arab rule. Odd as it may sound, Egypt hasn't been ruled by indigenous, ethnic, Egyptian rulers sine Ptolemaic Egypt first started. The indigenous Egyptians have literally lived in Egypt almost as long as we've had records to verify, and those records are actually theirs because we're talking about a history that goes back to the periods during pre-history.
This is also true of North Africa. Most of North Africa was, again, _conquered by Arabs. Indigenous North Africans are typically a Mediterranean people that have a mixed lineage with Latins, Spanish, Greeks, ancient Phoenicians, etc. North Africans are more related to other European peoples than they are to the Arabs.
Well, the problem is that Egyptians aren't exactly Arab either. They're not the same kind of Arabs of the Sinai or the Arabs of Saudi Arabia.
He'd have to appeal to Egyptian identity... which would fly in the face of his support for Palestine.
