Mutual combat is not usually classified as criminal violence. Two guys punching each other outside a bar, with nothing more than a bloody nose as a result? Not the same as a skank (of any race) knifing her date then accusing him of violence.

Mutual combat is actually illegal in most states. Most states don't have laws excluding it. As far as I know, just Washington and Texas. It's just that if it is mutual combat, and neither side co-operates with the police, there's not going to be a charge for it since they don't want to involve the cops, and the prosecutors won't care.
