California seems to be a marvelous example of why 'Ruling from the Bench' is such a horrendous idea.
It works if you have the foresight to bring in the bench that will suppport you in the future.
The reason why Trump is getting shit done was because he was quietly appointing federal judges that rule in his favor during his 2016 term. That allowed him to come back in 2024 to have the mandate from all three branches of power to get some shit done.
