Rumor has it they offered the role to multiple actors before Pedro. I’m sure Jim Halpert was one of them. I imagine they all scoffed at the emasculating script.
Keep in mind that John Krasinski was absolutely a much-talked about fan-favourite and they purposely undermined and subverted his character in Doctor Strange just to spite the fans. Literally turning him into a meme of the worst sorts.
They also purposely skipped over Anthony Ingruber for playing Han Solo, even though everyone knew he should have been an easy shoo-in for the role. They instead went with the other guy whose name I can't even remember. People tried to play it off that that other guy did well, but absolutely no one saw Harrison Ford in that other guy the way they did Ingruber. But there was a lot of sunk-cost coping for that Solo flick.
Anyway, I wouldn't put it past Disney that of the other actors they considered, they didn't even offer Krasinski the role because fans actually like him.

Even with how retarded the character turned out literally explaining to the bad guy what makes Blackbolt so danger the scene was still fucking stupid. Removing Blackbolt's mouth would do fuck all to his vocal power because it's only dangerous once it actually manifests into the air while speaking. If humming or doing anything like what the film did was anywhere near as dangerous as portrayed Blackbolt wouldn't have survived as a baby because he was born with all his powers unlike most Inhumans. His mother went through the Terrigen mists while she was still pregnant, that's why Blackbolt is so powerful. Guess what babies do? They cry. Often. Guess what babies don't do? Have control over making sounds for the first few years of their lives so even without considering how much Blackbolt would have cried as a baby, and caused so much damage to everything around him, any other noise he made would have done the same. If mumbling, gurgling, moaning, and whatever else had the potential to blow off the back of his own head he would have been dead before reaching 3.
Not that modern writers or even Marvel pay attention to these sorts of things to understand just how retarded their own ideas come through.

Disney is known for spite casting, though.
