They did for a hot minute. I remember specifically listening to some massive immigration protests during the Bush administration, and the pro-immigrant protestors basically had every flag flying which they were from. There were hundreds of flags from 2 dozen countries.
The Republicans complained that it was obviously showing that they had more affiliation with their own countries than with the US.
The very next day, the Venezuelan, Mexican, Honduran, and Guatemalan flags disappeared, and it was only US flag. NPR thought it was a really smart move to defang the Republican argument, but it also shows how utterly disingenuous it all is.
That behavior stuck until the Trump era, when American flags were racist.
