Based on everything I know about black guys, I'd wager its because they have no chill and are always trying to keep it real. Meaning they go full aggro the second the cop shows up, either outright or passively.
That's the kind of thing that pisses all cops off, because most of them think their shit don't stink and you should be dropping to your knees in thier presence. So of course they will give them the level of legal return they can without making extra work for themselves.
I've had defendants try to keep it real with me in court lmao. It'd be a a felony to lay a hand on me and I'm a large dude so I'd be the brakes off of them
