Maybe because one of the other reasons he might be there: To try to create an incident for his own benefit that might well end with her getting fired. It's not difficult to imagine the headlines that might result from a "poor black kid getting kicked out of a library so he can't get ahead in life".
Or she (correctly) recognizes that there's a not insignificant chance he might chimp out and harm or kill her. Or she's just a true believer and thinks that it's okay if a black kid shares his music with the entire library.
When they talk about the demise of third spaces they conveniently leave that part out. It's not just libraries; public spaces in general have gone to shit because civilized behavior is no longer a prerequisite for using them.

Why isn't the librarian doing her job? You shouldn't be forced to enforce the rules, that's her job.
